I think LifePlay is a game that meets those requirements. (Better option if you don't want to do all the work of modding, compatibility, etc).

Oh my this is quiet the sandbox game! From what i can see its sadly abandoned for now but it looks like a good game for how far it got. A lot of modders on the game too which is nice!
