There was a relatively recent game where the MC moves to a new area and gets job as a building handyman. Lots of love interests in the building, one of them is a teenager with crazy religious parents. Really nice and clean art.

LE: more details about the game. First character he meets is a MILF that owns the restaurant downstairs, there's 2 girls that sunbathe on top of the building and you have a minigame where you have to walk on the ledge towards them, there is also some kind of an app which a therapist is using to keep track of the people in game. It's was pretty early in the dev cycle, played it somewhere in the summer.

Does anyone know of a game where you play as a serial killer/stalker? I've been curious if any of those exist, but haven't had luck finding anything.

Maybe not quite what you are looking for but the game Raptus has a MC that was released from a mental health institution and who can give into murder urges in the game.

This should be an easy one since it's a HTML game but I haven't had any luck finding it again.

Game starts off explaining how the MC was a con man/enigma ( this is the most notable part) and he doesn't show his face or something like that. They spend a good amount of time explaining the society and how he rose to power with riches. It wasn't a sandbox HTML but there were choices to choose.

I also remembered thinking "Wow, this is a HTML game?" since it had a lot of animation when displaying the texts. It had images/videos as well.

That would be 'Our Island', but only visible here when you have Games+ access. Season 1 of the game was completed, but after that it was abandoned by the dev, and from what you describe I think you already played all content there is in season 1 most likely (the girl they find is toward the end of the game as far as I remember). anyone familiar with a game where a girl is in the hall and the male protagonist hast to over time gain her trust by completing tasks and bringing her gifts. if i remember right you at one point you go down stairs and talk with a security guard or maintenance.
