Power Vacuum is one I had on the watch list, then took off. It seemed to me a bit chaotic and all the talk of "good endings/bad endings" for each release, and that GUI that looks like it should have a plaque that says "abandon all hope, ye who enter here" just finally made me pause the thought and unwatch for now.

What's the deal with it? Does it actually have an arc and story, or is it like a TV sketch comedy that may have a theme about it, but doesn't really go anywhere in particular?

There's an overarching story. It's not too complicated, but it's interesting enough.
Each character of course has their own events that progress each time.
To compare it to TV, think of each chapter having its own "season finale" that reveals and develops more of the main story, while events beforehand teases it, or lightly influences it.

It's certainly a chaotic game, but honestly it's done pretty well.
Oh and bad endings are optional (and obviously non-canon), you can just turn them off entirely. Your choices can still influence some things, but nothing major with them disabled.
