Good animation can uplift generic artwork, but if the artwork is good and the quality would suffer due to work being put into animation then I prefer more still images.

I'd prefer a good serious of images along with at least decent storywriting.
Games like Magical Girl Konoha, where the scenes have quite a few images with scene progress indications are top-tier for me.
But, like others have said, I'll take what I can get as I'm downloading them for free :')

I like more images, animations can often be jank. More stills also looks more intentional to me

i think images are better, cuz if you have to use animation you have to use sound too, and that is pretty hard if you dont know where you can find it
