Depends on the game.
RPGM is an engine. And like every engine, it kinda depends on what you do with it.
With JS knowledge, you can create visual novels, space shooters, real time strategy games - 'cause RPGM is really just a pre-built editor interface for a nwjs browser application that has a pre-designed (optional) game system.
A lot of devs just throw stuff into it, do the bare minimum, and try to make money through the power of the lewd with as little effort as possible.
Others put an enormous amount of effort into rewriting the game, designing new mechanics, drawing artworks & animations, etc.
Symphony of the Serpent, for instance, is a relatively new RPGM game by NLT Media. It looks VERY different from the 08/15 cookie cutter RPGM game.
You can also find tactics games like Symphony of War: The Nephilim Saga.
Both are RPG Maker games.
