emulator not needed, region coding is, region is japan duh. you can either set your windows to japan region or use ntlea or locale emulator.
you really need that for most japanese hentai games, for some reason they region lock them.

Has to be your computer os or something as I just tested by downloading the file and then clicking on each .exe file and both started fine and this was without setting setlocale or anything.
