Steam doesn't give a fuck about incest. They do, however, give an extreme fuck about even the slightest hint of underage content. Pretty much all girls involved in sexual content have to be out of high school and there can be no variable age/player determined age settings. For example, the dev Lockheart suffered a no-appeal perma-ban on his game A Petal Among Thorns because he allowed players to choose Petal's age. So he re-issued the game making it painfully obvious that yes, Petal was really always intended to be 18 years old, going to college, bla bla bla, and then kept up the theme with his following games with her sisters being in their 20s and going to college or out of college and having jobs and shit.

Another way would be that he traded a look with cartoon-ish big eyes for a somewhat more realistic look.

Didn't bother me at all either way to be honest.
