Powdered tea and coffee got popular between 80's and 90's. Access to fast and ready wasn't around yet so for the busy working family the powders got popular. These days they can be viewed as low class or something "old people" drink.
I will note that I have seen "powdered" tea used by some Asians. Karate Kid 2, which may be a bad reference, powdered green tea was used in a ceremony.
The States are a large area of cultures, while mostly similar, there are differences and we poke fun at them often. Think European Union as each country as a state - technically a self governing body is a "state" - so United *States* can be seen as a Union of countries.
