Perhaps it will be implemented as a card reader used in high security places? but instead of a employee card, its a driver license with a NFC or what ever the chips are called in credits cards. Making ID's even more expensive.

I wonder if there's a way to shift the responsibility over to the parents. There are apps for age control for both phones and pcs, just make sure stuff is compatible with those and add extra steps to make sure they are used by the parents or else they wave complaints or smth. But guess in the end the vallue of data collection weights too much for a measure with less overeach
