FO4 is so bland, not even mods can salvage it for me. And the direct contrast to Skyrim and its way more advanced mods didn't help either, though I admittedly didn't check in on it for a long time by now.

Yes, it's a really hot experience. You can find mods on Nexusmods and on Loverslab. But keep in mind that installing mods can be quite a complicated process. Although you can find detailed instructions on how to install mods on the above-mentioned resources.

I do plan to experiment with this, but I am quite intimidated by the amount of knowledge it seems like it takes to navigate that world of mods...

i tried skyrim, but the amount of effort did not equal the result. the sims is way better.

id consider Fallout 4 because i enjoy the game more, but i assume it will be as clunky as skyrim

I did sometime ago I ended up in a mess of unorganized mods then a update broke them and I didn't want to fix the mess. Bethesda games are a pain.

Got console, so nope. Other mods, yes, with high reccomendation for the wabbagat and jetpack.

The nexusmods website allows you to get many mods, including naughty ones, for many games. I really like nexusmods.

OK: Advanced Animation Framework (=animtions), Daily Life Of Hookers, Release_NSFWsoundpack, Ultimate AAF Patch, Commonwealth Captives, AAF Magnolia Romance, Just Business+Just Business Addon, AAF Spectators, AAF Violate Purgatory, Sex Education, AAF_SEU, AAF Violate, RSE II - Resources ESM, RSE II: Combat Surrender and Abductions, RSE II: Brothels & Prostitution, textures (50 Gb), new locations and settlements, Fusion Girl and a bunch of cosmetic mods (hairstyles, skint, etc).
I have reached the limit (in terms of number) of mods I can use, in total my mod collection exceeds 110 GB. It's interesting to work with them, because you have to take into account interdependencies between mods - so creating a fully functional mod collection is a non-trivial creative challenge.

Yeah, This is basically all you need when it comes to animations. I'm also running HOTC and Fusion City for additional quests.
