See no issues with having an advertisement that has been vetted and approved.
Good way to keep the site running for those that want to indulge in what's being offered

I think there's a difference between concept and implementation. The concept of having vetted run adverts? I am absolutely fine with - as long as they don't become invasive, which this one isn't. So, I fully agree with you there. But this actually implementation? I think is off. Hopefully since it's a first try, things will be ironed out though. Making it clearer what it is before having it posted where every member can see.
