My uncertainty comes from the fact that some profile customization features are tied to ranks, but I can't remember exactly which ranks unlock which features. However, I can confirm that if you don't see the option, it's because you need the Member+ rank.
If I remember correctly... with Prestige 1, you unlock a lot of the customization options.
