so we can announce an update in public if its on another site or do we need to report the update in private to a mod/uploader ?

Mentioning the site won't get you in trouble, promoting it or telling people to leave LC in favor of other forum will. Contrary to what some believe moderation we have is reasonable. Still, it's better to just report the thread and mention that update is available because then mods/uploaders will simply notice it faster.
