Nah, you can go straight for P4 if that's what you want.
Most people get P1 before that though, since it removes the cooldown on giving reactions.
And if people see you giving out more reactions, they can be more willing to give reactions to you too.

You have access to the real deal. Here in Texas I have to show id to see the Hub. I have to get my lewd gifs from shady back alley dealers.
