Not necessarily. It can be used for training astronauts for lower gravity environments, and there are resources there that would be beneficial to establishing a base, like ice that can be converted to oxygen. It also would help us further determine the difficulties we'd have with the establishment of a base on Mars. Still, that's not really what I call a colony. A base yes, with scientific purpose. A colony to me is when you get people to live there and have a work that is not related to the base itself, living exactly as if they were on Earth. This isn't something we're going to see ourself (unless we get to stop ageing before)
