I totally get where you're coming from. It really is frustrating when the villain is portrayed as incompetent just to make the hero look better. It's like the story hits a point where they just hand the villain the idiot ball so the hero can win easily, and it feels so forced and unsatisfying.
It’s not uncommon for people to overlook the hero’s flaws while focusing on the villain’s, which can be pretty aggravating. It’s not about wanting villains to be better or worse to me it’s about wanting them to be interesting and competent, and not just plot devices for the hero to defeat.
