2 cores and 2 logical processors makes me think of my old windows 8 computer that had
an AMD A8 processor, it would constantly go to 100% and after a while it would go back
to normal, then I'd be doing something on a website and then it would go back up
to 100%. Is your processor an AMD A8 ?

Edit: 2 cores and 2 logical processors is actually a dual core [though it makes it sound
like you are getting quad cores]
