That's how most of the US is/was. Pennsylvania since allowed beer and wine in supermarkets but liquor is state owned stores only. And it wasn't that long ago all had to be closed on Sunday. Puritanism still has a strong hold in much of the US,That "beer is essential" sign is honestly peak 2020 energy
In Spain it was a bit different, since most alcohol comes from supermarkets and bars rather than state-run liquor stores. Supermarkets stayed open the whole time (as essential businesses), so beer and wine were always available, no restrictions there.
