Luffy=Sun is there pretty much every other arc, to the point of making the manga downright repetitive with how often we get the same arc structure. It's only now becoming increasingly louder and explicit with the minks yelling "This is the darkest night of 800 years until the dawn comes!". Luffy is the dawn coming to end the darkness, always has been since Romance Dawn, so it makes sense that an intentional author would draw him wearing a sunrise on his head while riding the ship of a thousand suns.

The setup was rushed as fuck yeah, Who's Who showed up like 10 chapters earlier to "foreshadow" that the gum-gum wasn't ever the gum-gum in the first place. No way even Oda was planning on Luffy unlocking Toon Force all the way back in the 90s.

But the overall idea of a "rising dawn after a long night" has been there since fucking forever, explicitly by name since Zou and through theme since Skypiea. Even the strawhat itself is a fucking sunrise from a parallel view
