Some models most likely are pre hairless down below or have options for it, but mostly likely some devs just go with whatever is default down below and edit other things like faces or heights etc. As like what was said already though working with pubes/any hair can sometimes be a pain to work with as it can freak out and go all over the place even with clothes can freak out at times, and you got to try to correct it a lot. Not to mention some programs used to make games tend to crash a lot on people so that's just another issue to work with. lol
