I used to use comfyUI and I used it all safely offline. Not sure about other program but I don't see why you can't use offline or online.
Just to recommend... storiesonline(.)net has some of the best incest stories, no AI at least most of it and has a library of 26 years plus
Take a look at Koboldcpp. You can download different models to run from huggingface.co
Test out a few and see which one gives you the results you like best
Koboldcpp will let you import stories or scenarios other people have created or you can
give it a basic outline and let it continue for you (you can edit or regen responses as you see fit)
I find it pretty good, keep intending to write my magnus opus but I keep writing myself in to a horny corner

NovelAI is a pretty good tool and doesn't censor you from explicit sex as far as I've encountered. I've done a few stories for myself, where the AI writes some, and I adjust and it rolls with it.
For Local AI I use a combination of Oobabooga and Silly Tavern. Oobabooga is to run llm models which can be used by itself, I think Koboldcpp is similar, SillyTavern is a Frontend that gives you control over the chat providing functions like character cards (descriptions for character personalities), lorebook (inject lore into chat for the ai to use and/or provide prompts or rules for AI to follow). There are also extensions to use VRchat models, generate AI images, and the interface itself can be made to look like a Visual novel. Setting it up requires a lot of patience thought and following tutorials. You can use Oobabooga by itself which can link to AI image generators via Automatic1111 but it has less tools for control. It has basic character cards.
If you want to learn how to set it up there are many tutorials on Youtube. You can start with Oobabooga, if you want to get more advanced you can set up SillyTavern. Also you will need a GPU with decent VRAM ie. 12GB and up since running on CPU is slow although they did make smaller models but I haven't tried those.
There is another program that is a game called AI Dungeon on Steam. It is an RPG game that generates everything with AI. In the settings you can tone down the gameplay elements and play it as a story telling game. It can also use local models via Oobabooga and Automatic1111 for Images. It has it's own not as good local model. AI dungeon is easier to setup.

I haven't used AI Dungeon since it had its big censorship implosion a few years ago, but I think I remember reading about how it had an offline version that wasn't as advanced but was still decent. Perhaps that version is still available somewhere.
I've used Novel AI for the past couple years and it isn't anywhere as good as AI Dungeon was before the fall, but it is still decent at writing erotic stories. Novel AI allows stories edited online to be downloaded offline for storage but I don't know of a means to actually use the AI to edit them without being online.

Yes, there are plenty of LLM's for that.
You need a decent graphic card for the biggest models though, but generally 8-12G vram card can get you started. Experience with lower end cards is generally that it slows down a bit if you reach the token limit and it does not feel good as say gpt logic, but nothing stops you from start a new convo if things slow down, since you can define consistent writing style in system prompt.
Easiest way is to start is to download a GUI for it all the complex stuff like LMStudio, use it to download the recommended models from hugging face , load and fireaway fire away.

I just started doing it. You can get a pack with Kobold or Silly Tavern, or you can get LM Studio and go find any uncensored roleplay AI from hugging face.
You don't need a powerful computer if you use LM Studio and a generic huggingface AI. Find one that is less than 4GB in download size (a quantized model) and it will respond fast enough and not be too silly. If you have decent RAM and a decent CPU you don't even need a GPU to run 8-14GB models. They just might take a little longer to respond.
