oh my. what are your basic stats like? (OS, Ram, GPU, CPU) and what architecture, 64 or 32?

maybe your pc is too good for it, and you needa run it in comp mode
edit:
game has no problem with newer hardware and newest OS,(most, if not all RPGM dont) so that def is not the problem
for now try running it in compatibility mode, also see if your Av is somehow messing with the Program.
if it all fails, try to redownload an unpack again, maybe some files got corrupted while unpacking the files
you could also take a look in the event viewer to see if something thats needed for the program might have problems starting
