It's obviously favoritism along with who exactly is reviewing it and whether the dev has done enough prerequisite kissing of those particular asses or not. Not too unlike DC politics.

Iirc, you used to be able to set their ages but the dev removed that because of nonces complaining.
It would be nice if there were a mod or patch that restored this feature
