Incest and Polygamy will be legal, the rich will help pay for free education and healthcare, age of consent will be 9 for starters

1. The salary of the lowest paid employee of any company must be at least 30% of its highest paid executive.
2. Public nudity legalized world wide.
3. Any public official found not working in the best interest of the people may be offered to the people to punish as they see fit.
4. Lobbyism outlawed.
5. Any and all fines to be based on personal Net Worth.
6. Violent rape punishment set to public execution. The means of which are to be decided by the local inhabitants.
7. Religion outlawed.
8. Basic income.
9. Any laws pertaining to consentual sex to be abolished. What people want to do with their own bodies is up to them.
10. Vasectomies for men at age 50, until such a time science has found a way to reverse age related decline in sperm quality.
11. Eradication of STDs world wide set to highest priority for all bio-research.

this is interesting and some of these ideas would be great to have a game made for as i love this type of stuff.
what i would do is gather all the cabinet to learn about the world more in depth and figure out the current laws in effect and how trade schooling and food sources are currently fairing. I would want to make sure our food is of good quality and plentiful with renewable supply so that we do not over fish or over use the farmland that we have. i would also immediately begin strengthening border and trade route security as well as learning about the biggest businesses in the kingdom so that i can figure out if they are actually helping the kingdom or trying to make there own lives better by exploiting my citizens.
After those parts are taken care of i would start with changing some of the tax laws and healthcare by making taxs on people that are struggling less as well as giving them other ways to pay there taxes for instance sending there wife or daughter or son to work in my castle to pay the taxes through labor. people owning businesses must be reviewed once or twice a year to make sure that they are not stealing any of the kingdoms information or spying for another kingdom as well as to make sure that they are doing something to help citizens with some of there money (they are not allowed to use there assets for loans that make it seem like they are not actually making money like is done irl). As for healthcare i will do a sliding payment scale for the services where the less money you have the less you pay and the more money you have the more you pay even though it will make the rich mad.
as for immigration into and out of the kingdom i would make it both strict for coming into and leaving the kingdom and make sure to eliminate all corrupted officials at the border so that criminals can not cross the border by bribing the guards.
LAWS section
1) Any person regardless of reason caught committing rape against any other human being will be placed in the town square in a stockade where they will remain for a length of time decided by the magistrate that i appoint. After there time in the stockade where they will have no rights at all and not even be considered a human being anymore so that other citizens can litterally do anything to them so long as they do not kill them then they will be made a slave and auctioned off.
2) Slavery is legal but only in regards that slaves have to be criminals and have a chance to buy themselfs out of slavery the price for which will be set at the time of there conviction of the crime by the magistrate and approved by myself.
3) Any and all acts of espionage is met immediately with one of two options after interrogations are done either instant death or life of servitude.
4) If you report a false crime then you will face the punishment for the crime that you blamed another for if you are found to know that the crime was false.
5) all public officials must have performance reviews by the states head of branches periodically to insure that there is no corruption.
6) All newborn citizens must be presented to the god king within 3 years of birth to be recognized as an actual citizen of the kingdom. failure to do so means the child will not be a citizen and the parents will be fined based off there monetary income for the child's age at time of discovery.
7) the god king may do as he pleases at any time and anyone that is found going against him must be brought before the court and claim his case against the god king and if his case is found to be good then they may be allowed to leave unharmed otherwise they may be enslaved for causing civil unrest if warrented or fined severally or even forced to work in a mine gathering ore.

Wrongful rape accusations (doesn't even have to be deliberate slander) are already life-ruining, this just makes it worse.
Say hello to a booming prison-to-slavery pipeline. Huge incentive to up conviction numbers.
Depending on the scale of espionage, probably some overkill here. Plus, it's often more useful to leave spies alive to figure out and possibly control what information they're sending (and to whom).
Chilling effect on victims. Report Rapey McRapist for raping you? It's he-said-she-said, all he needs is a couple buddies willing to lie him up an alibi and you're at risk of getting put in the stockade with no human rights (odds on McRapist coming by with his buddies to do whatever they want as long as you survive?). A whole lot of people will decide they can't risk reporting real crimes and not being believed.
"It's performance review time. $1000 or you fail."
Why make yourself a bottleneck? If the kingdom is any reasonable size you'll be swamped with a constant stream of babies to register. And it'll be a huge hardship for new parents to make the trip (again depending on size and terrain), meaning a lot of families may decide to just risk the fine.
This is what local magistrates are for, have them record all births and send a monthly or yearly report to the capital's records.
Well... so much for no corruption lol.

I kinda RP this whenever I play Crusader Kings 3 with mods. It eventually divulges into this pattern:
1. Start out as some random dude, bonus points if he has female family members.
2. Use mods to max out stats, resources, religion change to allow up to 999 concubines, legalize incest, culture change for unlimited declarations of war and wearing no clothes, plus an obscenely large army.
3. Castrate all male courtiers.
4. Declare war on everyone, imprisoning everyone possible.
5. Male prisoners are castrated while females are inseminated and forced to become concubines.
6. Men are then executed, leaving me as the sole surviving male in my empire.
7. As my raped concubines begin giving birth, all boys are castrated and girls are immediately raped.
8. As the children grow into adulthood, sons are given titles to become vassals or murdered if they step out of line, while daughters are forced into becoming concubines on the day of their 16th birthday and inseminated.
9. The cycle continues, breeding any womb that makes its way across my screen.
The most time consuming thing about this is all the windows that pop up. I think the highest number of children I ended up playing on a run had something like 700 before my GPU sounded like a jet engine every time my character's page loaded.

yeah mostly was thinking of smaller kingdom and not huge lol when i play civ games i dont like making huge areas i rather keep things close as for the committing rape part i guess i forgot to clarify that there need to be proof and with the false report part should have said if you knowingly false report meaning was found out you lied on purpose then you face the same punishment or something along those lines. sorry explaining is not my strong suit neither is English and its my native language.
edit; i did not even think about that part of it to honest on law 6 i just was thinking cool i get to force it so i can meet my newest citizens so that way i wont be viewed as a god king that his people do not know i might have to rework that one

What people do with their own bodies is up to them, unless you think there is something they should do with them.
Presumably in his kingdom convicting someone of a crime still requires proof beyond a reasonable doubt, including convicting someone of false reporting. So even if someone is acquitted of rape, that only means there wasn't proof beyond a reasonable doubt of their guilt, that does not prove beyond a reasonable doubt the person who reported it reported it falsely. The jury might think it's more likely than not the defendant was guilty, but that there was some reasonable doubt which caused the acquittal. It's actually really hard to convict someone of falsely reporting a crime, since you have to prove that not only did they falsely report it but they knew they were lying and there was no way they could have believed in good faith their report was truthful.

As for what I would do, if I'm suddenly the God-Emperor in a country where I don't know anybody I'm going to have to figure out loyalties pretty fast. Hopefully the country already has a depoliticized military and state security apparatus loyal to the office of God-Emperor regardless of the office holder so I can at least count on not being assassinated or overthrown in a coup. I'd need to figure out the general policies of any political parties or factions, as well as the banking system, so I know what levers I can actually pull. That is, figure out if the country is heading for disaster, and if not first stay the course until I have a better idea of what policies are actually good and realistic ideas.
In general, our goals should be to have a sufficiently strong military to deter invasion and police our territory, then remove government bloat and unnecessary regulation and use the savings to pay down debt and reduce taxes. Since this is apparently a non-industrialized empire our tax system is probably based on excises rather than income, which is fine.

The danger isn't that people will be wrongly convicted of false reporting, it's that they'll have a real crime to report but will be too afraid of getting charged as a slanderer to report it. This already happens in real life where we don't have draconian punishments for false reports.

Slapping a hellish punishment on there doesn't really change that though. What you need is a more rigorous investigative force that can actually sort out false reports from true.

The punishment is a deterrent to committing the crime. Putting someone in prison also prevents them from committing crimes against the public while they're in prison. The issue is that while the person themselves hasn't done something violent, it is especially abhorrent to misuse the power of the state, in this case leveraging it to effectively kidnap someone and seriously harm their life, even if they aren't convicted. It's the same reason I think swatting or personating a public official to commit a violent felony should be capital crimes, it's misuse of the state to commit violence.

There been a lot of cool historical stuff that leaders have done to prove themselves, like a Ritualistic duels, where a knight in full Armour would ride around and dare folks to dispute the king's divine right to rule. The crazy first command in history that I know of was some dude in China, quin something, made a policy change to basically destroy all existing education, and centralize "knowing" under state control.
If I were in charge, I honestly would try to seek out an army of advisors, and then demand each advisor must keep a really dumb kid or person next to them, The dumb persons only goal is to keep asking them why. (until the advisor can sufficiency explain themselves, or go insane.)

Hopefully minimum work for me with competent advisors, and just a figure head that has execution powers for advisors choices that does causes strongest utilitarian harm for the nation as a whole. Unless they prove long term benefits are garenteed for future generations. And less work means more fun time!
