You should try Long Lost Daughter. I made a game request for it. This one goes pretty far down the rabbit hole regarding the incest theme. Now for your criteria:
1. No, it is not complete. Last update was 2 years back, but the creator still shows signs of life.
2. Yes, you have to work for relationships. Some come easy, some harder, but that's logically, because in order to have family members you'll have to create them first.
3. Yes, sex scenes are long and come quiet regularly.
4. Yes, same as 2.

They're indeed all more VNs than adult games at this point, and there aren't a crapton of scenes, but I'd say Sunshine Love is the most fun of the three. Maybe it has to do with the atmosphere as you're on a summer vibe, but the characters are good especially Shortcake (the smaller redhead) and I do believe there was enough dirty talk but no degradation (I don't think it suits the creator's vibes). I played it rather recently and I did enjoy it. But be advised that it remains a VN first since it's from that creator. It might indeed be a tad boring but not uninteresting.
I have played over 600 games so I'm sure I could find games in my list that suit most of your criteria but I'm not sure about the last one (girls mulling over and over about it being incest and stuff). They can't all be gems like Lockheart's games (the Rose Garden trilogy - A Petal Among Thorns, A Moment Of Bliss, Over The Moon).

Maybe I didn't express myself well, so I'll give you an example of what I expect. There is an animation playing (by the way, I just saw the animation in Sunhine Love with this redhead and it is great) during this animation there is text and the characters are talking to each other during this sex and it is supposed to last at least a few panels, then it jumps to the next animation and again a few panels text because in DMD and Melody it was at most one line of text or none at all. If you confirm that this is the case, I'll put it on the list and I'll be looking forward to playing it

As for Lockheart games, I played Avalon and if the trilogy is the same level then I say no, even someone had previously confirmed to me that these games are boring. I emphasize that the game must meet all 4 of my criteria, and if sex is only a few lines of text, it is out of the question, but I will definitely play it someday. About mulling, let's not exaggerate on the other side that she should constantly moan that she doesn't want it. As I wrote, there are different girls, some are easy and do not need to be encouraged because they want it and think about it, and some need to be encouraged somehow, either through force or love. The trilogy is nowhere near Avalon level. The first game is a bit simpler and has less content because it's only about the father and one daughter, but A Moment Of Bliss is where it shines the most. I even shed a tear or two in it. That one is probably one of the best games out there.

Edit : And I do agree that Motherless is kind of an extreme example as all women jump on MC within seconds, but I still liked the game overall because of the story. But hey if you are saying the requirements aren't too tight then I can look up my list. I may not look at previous posts tho as it would be too exhausting to explore whether or not X or Y game has already been recommended, so I'll just include them all.

I once read about this game, now abandoned. And I'm in a dilemma whether to trust your opinion or not because I don't like it visually and from what I remember, the creator switches from Koikatsu to Honey Select during the game, which takes away from the game's realism. Ok, when the creator finishes it, I'll play it

It all depends on your own preferences. I rather have a captivating story with bad/weird art, than good art but a overused or dragged out story line.
