I'm no mod but I'm assuming if it's a reply and directly addresses the post it's okay. I mean the reply reference is something else in addition to the pic lol

That seems like a lame rule.

It's that people not simply dump some random memes or funny/sexy images. Because that would be pretty much the low effort that would count as spam by the site rules. It's actually to make the job of the mods easier.
Replying to someone is at least an interaction with the community. But in the past we had plenty of people who just posted random memes they found on the net to farm reactions, without anything else.
