It was replaced with the gengar one, so no, no way to obtain it currently.
The banners get added automatically, and there's there currently only one way, to disable them, and that's in your inventory.
Clicking settings on a rank, and choosing "Hidden". But keep in mind though, that also disables all the features that rank would give.

I honestly don't think it'll be too bad. I know earning potential has dropped but with the costs now a third of what they were yesterday, it doesn't seem so daunting.

Just gotta keep up the grind.
