I figure it'd have to be a bot considering how quickly they pivoted away from approving tickets one by one. I do wonder if it checks where you've been posting or just counts your total.

AFAIK it's not supposed to be in Off-topic, so they've probably put a rule in for it to disregard those posts, unless it's purely a "check hours, check amount of posts" type of deal.

Messages needs to be 10 and Reaction needs to be positive (more then 0).

back when it was requirements, not coins, I got it roughly 20 minutes after I fulfilled the requirements, so I'd guess like Andre said, the automatic system probably does it every X amount of time.
