That is what makes it possible to get it to 30fps on 720p lowest xD, fsr frame gen maybe gives you perfomance that takes you 2 gens higher... with that you are still more then 10 gens behind xD
A bunch of people still got 10series cards and they work just fine, but even those show their age if you actually want to play modern games with good graphics on a reasonable resolution above low settings and if a 1060 struggles, a gpu 10 gens behind that? Well...
You can get by with a 5 year old card or even a bit older if you make compromises, but 10 years really starts to show that it gets too old for new stuff

I mean when you think about it a GTX 1080 ti is only 10% slower then a RTX 4060, GTX 1080 is equivalent to a RTX 2060, GTX 1070 is equivalent to a RTX 3050. Heck a GTX 780 ti is close to a GTX 1060. You can definitely get away with something older.
