He is not far off on his estimate for folks to a achieve P4 - it took me 24 days to go from P1 to P4 - a big part of that is to get your P1 as fast as you can and after that react to everything you like -- People notice who is reacting and tend to react back to you in return. Currently I earn over 3000 LC a day in interest alone and I am by no means even close to being LC wealthy. At this point I read everything I can and react to the posts I find funny, interesting or delightfully lewd and just skip the ones I find annoying.

You don't have to react to every post, react to those you think deserve a react.
No reason to give low effort posts any coins, not that I say there are any, but one or two might have gone through the crack.

These are wise guidelines. I've set up my own rules. I always react to goodnight/morning, but usually skip through greetings. i always reward certain users for the effort they put in every single post or for what they do for the community and so on.
