FO3 and FO:NV are different games. FO NV is the 2nd FO game after Bethesda got the IP.
NV was made by Obsidian. Bethesda gave them permission to make a Fallout Game.
Obsidian heavily reused FO3 assets and repurpose them since they finish it really quick.
FO: NV is a stand alone game and does not have a number because it was not made by Bethesda.
FO: NV is standalone and is probably the best Fallout in my Opinion vanilla unmodded wise.
FO: NV modders of TTW made a installer to install FO3 into FO NV as a DLC like file.
So overall it is FO: NV that has the FO3 files being load like a DLC in the FO: NV game launcher. At least that is how I understand it.

I remember now about Obsidian. NV was better than 3 story wise but just very short. Problem for me was I liked the Brotherhood and Enclave and their high tech weapons and gear too much. NV had that grounded Mad Max western feel which was cool but different. I mean I really enjoyed The House and Rose of Sharon Cassidy etc so I guess what I'm trying to say in summary is...can we fuck Cass with the mod?

Yeah you can technically fuck everyone with what is considered using adult body model.
Just search for Sexout in loverslab it has submods for kinks and all.
Just be careful since you might have to sacrifice some mods like ragdoll and stuff since those skeleton mods would conflict.
I would recommend enchanted movement and titans of the wasteland which makes power armor feel like FO 4 style big and powerful looking.

and not only that obsidian churned out NV in i think 18 months or so at least that is what most sources i can find claim
