I think you are misunderstanding Tale of Two wastleland is a NV mod.
It makes FO3 into a DLC like file. And TTW has its own mod versions haha.
So FO3 is not as good FO4 if we take mods into account at least in my opinion haha.
If FO4 is able to recreate FO1-3 and NV in their engine I would rank FO4 as the best.

Not sure if you can port FO3 and NV into Starfield. I know FO3 can be ported into NV since TTW exist.
Same engine for the most part but might not be compatible if they made too much changes haha.
They keep just renewing it and calling it different names but it is the same for the most part haha.

FO3 and FO:NV are different games. FO NV is the 2nd FO game after Bethesda got the IP.
NV was made by Obsidian. Bethesda gave them permission to make a Fallout Game.
Obsidian heavily reused FO3 assets and repurpose them since they finish it really quick.
FO: NV is a stand alone game and does not have a number because it was not made by Bethesda.
FO: NV is standalone and is probably the best Fallout in my Opinion vanilla unmodded wise.
FO: NV modders of TTW made a installer to install FO3 into FO NV as a DLC like file.
So overall it is FO: NV that has the FO3 files being load like a DLC in the FO: NV game launcher. At least that is how I understand it.
