P1 give VIP access (in addition to Member+) and P4 gives Exclusive access (in addition to everything else before it).

Do I understand correctly that only Member+, Prestige 1, and Prestige 4 grant access to locked away forum areas, while Prestige 2 and Prestige 3 are entirely cosmetic (if you ignore that they unlock the benefits of tiers below them too)?

It is just gonna be a never-ending war of semantics. Like, I'm thinking they're going to have to start licensing the likeness of real people who can be verified to be of legal age unless they make the model look explicitly adult for the edge cases, or they need to set up a committee of "experts" to verify what is considered an 'adult' body type, which is somehow going to end up making life more difficult for women and transwomen the world over again (as usual).
