Are they going to arrest people who play games like GTA with murder, auto theft, etc?
As to jail vs prison I've heard a lot say here jail is worse (I used to work in a community corrections center - parole violators went there 90 days instead of back to prison.) The food in county jail is often worse and not enough, there's actually less rehabilitation and less to do (so they're bored much more often), etc. Of course they usually are closer to their families. Overcrowding is pretty severe in both jails AND prisons. The alternatives, too - another unit was housing residents in the basement. The state shut the whole place down because they already owned the land it was on and wanted to do it themselves. Which costs more - yeah, not going to a for profit company, but the employees have to be AFSCME and get paid WAY better than we did, and they won't be able to understaff so much or cut other corners (in other units the lunches given for them to take to work sometimes featured green bologna on moldy bread.)
