You're correct, the fact that this site is so popular because of the content we embrace is both a boon and a curse. It makes us easy to find, but it also makes trying to fuck with us easy as well.
This is pretty much exactly what I expected to happen. He didn't post anything there. Someone else posted the game and even if he did that's not grounds to ban someone after the game was approved. I'd bet money it was RedKnight just being the douche he is or another equally awful mod over there.
I don't think most people care to look for other sites. Most people find the biggest sites first and just use those. They don't usually interact enough to find the issues with them. Sure there are thousands of people that have been run off but out of how many? Hundreds of thousands? There's still far fewer games here and they tend to take longer to get updated. According to the shop about 3500 people have bought member+. That's never going to get enough support to replace all those other sites. And I suspect with the new system it's not going to get any better.

It's kind of hard to feel bad for the dev. I don't know wtf he was thinking when he decided to make fun of one of the main mods on cuck95 when his main goal was to be able to have the game there.
Which game engine? As shown in the title it's Ren'Py. Guessing you might not mean the actual game engine but maybe the art engine. Which is Honey Select 2. Just styled differently than most. Also listed in the title but in this case incorrectly as HS instead of HS2.
You must have posted this on the wrong game, because that is extremely far from being the case in this game.
