Final Fantasy VIII. I still play it sometimes even though its 25 years old.

If you want big breasts and you don't mind that it is a visual novel with a simple plot, I recommend Chichi Miko!!, they have GREAT attributes and they grow as the plot progresses, plus the paths to take are simple and fast, one for each heroine and another with harem

I'm not honestly a huge fan of this game, but

Ovulating Maiden by [pizzacat] seems to have ridiculous, monster girl breasts.

Corruption by Mr. C, a sprawling large game I do enjoy, has a lot of oversized (but not impossibly large) breasts as well.
