Depends on the dev. Many will change the final version to 1.0 when they don't plan to make anymore updates. A lot of devs will have something like 0.20(final), and that will just mean the final version of the 20th chapter, and 0.21 is coming. Changing to 1.0 makes it clear that the story is complete.0.19 to 1.0

This is a public service annoucement because not everyone understands the numbering system.
Version numbering traditionally is major.minor.bugfixes. A brand new release is 0.1, its bugfix is 0.1.1, next minor release is 0.2, then people start getting weirded out when 0.9 increments to 0.10 and forget this isn't a float it is a numbering system and we're too lazy to start with 0.01, it is just implied. But we passed that argument on this game ages ago, now we come to where completion becomes 1.0 instead of 0.20. And after 1.0 comes out, it'll get a few bugfixes too and that will be 1.0.1. And then if he decides on an additional epilogue in a year that will be 1.1.
And these arguments/misunderstandings also pop up when the dev doesn't know the system and has the first version be 1.0, their naivete is rewarded with abuse from assholes. Admittedly it is odd for someone to start making a game without the background that included knowing the system, but there's no need to be dicks about it.

A lot of software uses version #s where 1.0 is the initial release and the numbers just keep going up as new versions come out. Of course, this is software where there really isn't expected to be a "final" version, since improvements keep being made.
