I imagine the "Steam Ver 1.8 + Patched" (Hero's Journey) is the same as F 95's version, which has an FPS cap. Dont know why it was added in the first place, apart from people fear mongering themselves that computer hardware running at its max spec is going to kill it (saw people who didnt understand electronics do that on F 95 thread lol). To remove the cap you can edit %localappdata%\HerosJourney\Saved\Config\WindowsNoEditor\Engine.ini and add these following lines at the end of the file.

bSmoothFrameRate=0

[/script/engine.renderersettings]
t.MaxFPS=0
