The word is literal. It means they are intoxicated, aka drank alcohol. And it does the normal thing alcohol does

seriously I have done the quest on repeat a few times and always seem to find them in the area around 4 west 3 north and then move east and south from there... that is from the entrance of the forest area from west street

So at this time I get a message timeout... not the usual cloudflare warning to tell me try later... it went down came up after a 32hrs and than back down... not complaining just letting people know whats up... I tried on my pc and my iphone on 2 different networks thinking this new thing might be a lock out on my ip but they do not share ip's or same data as one is lan and other is cell data.

it's happening to the official wiki too.

That mean two things (from what I know)
First : The owner temporary take down the servers for maintence (maybe)
Second (worst case) : all the servers are permanentely down

I can't be sure enough though, so take those advise with a grain of salt.

normal, and quite common, temporary break in service. happens all the time, not quite monthly but every 2-3 at least
