discussion Since when did we get charged for starting discussions?!

I know it says it is to stop spam but I don't think there is a great deal of spam on here to prevent. Also it certainly seems like a measure to stop people posting interesting and spontaneous discussions.

Well, I meant there wasn't much before the charge came into force. I'm sorry if that wasn't clear...since finding out about the charge i've never wanted to spam so much in my life. so at least in my case it isn't working at all.
