That's very good reasoning. With cleavage, it's the cut of the outfit or just to let them have some air, but with the underboob, that just seems intentional.

I think that it is just more uncommon in the minds of a good number of people and that encourages a type of scarcity mindset making it more readily appreciated when it occurs.
