RPG Maker VX Ace (normally 70$) is currently free on steam for a very limited time.
Says it's 3 dollars, but it's actually free right now

That's kinda me. I think I remember RPG Maker XP being free once. I never touched it.

Similar in my case. I actually bought several versions of RPG Maker at very cheap prices, but each time I start one of them, I am reminded why I never did anything with them. For a development environment that is so specific in what you can do with it, it has a surprisingly steep learning curve. I don't understand why this series is so popular. Something like Pygame or love2d seems far easier to me.
