In other words, it will be increasingly difficult to gain members, and sorry, I don't like being forced to do anything. If this continues I will probably abandon the site.

I understand that, but i also kinda understand the stuff the staff is trying to do to avoid trolls to spam the report button on those "restricted/sinner/games+", but i still think that it would be easier to remove the report button, for all "normal users", and if someone wants to report a game+ and do it without real reason, delete his account and put the email the account was made on a blacklist.
