Mostly talking about classic games like VN's and RPGms. It feels like 6 or 9 years ago the quality dropped off the cliff. A lot of games released now come with some ugly generic AI art and no real plot. Remember old games like black lilith studio?

Black Lilith last released a game in 2019. I don't that counts as old.
Also, I don't think 'AI art' has any relation to 'quality dropped off 6 years ago' since that would predate AI art.
Couple of things to consider though:
You will see more games with AI art because that means developers can focus more on writing and coding than in the art. Taking out one of the pillars of the games will make turn around faster and cheaper. There will still be games with original art, but since they have to actually make that art it takes longer so will come out slower.
The same happened when RPGM came out that simplified coding so floodgate was released of games from RPGM or when code for procedural generation came out which remove the need for level design and layout.
When tools comes out to simplify some design aspects games will come out faster using it until it is no longer viable to do so.
The other thing to consider is AI art uses existing art as a basis for their design. If the library they are pulling from are artists from Japan because they have the largest hentai media collection then the AI art will express that heritage. Some of the 'AI Art' may just be original art the AI is pulling from.

I need to find one of the first porn games I ever played again. Think it was called 3 Sisters or something it was pretty good. Haven't really been able to get into any recently since when I see censored I tend to just ignore.
AI generated content needs time to evolve, just like any technology. So sadly, we're living in the early period right now, but give it a few years, maybe a bit more maybe a bit less and AI will be able to make content will any art style.

To be fair, the permanent censorship law to anything porn for japanese always put them into below average quality

Way back when, illusion released a game called rapelay. Eventually, this game made it into the hands of some over-privileged twit in the west that made noise and dragged it into the hateful eye of the public opinion. After that, japans' eroge companies had to block non-japanese IPs for some time, there was so much harassment. That was the first blow to the industry and since then there was a significant drop in BDSM and other hardcore content.
Second time was when it became politically correct to hate loli genre and call those that liked it pedophiles. Now most female characters have cow tits.

it is hard to find good games with fit attractive females in japanese sector, I am not even talking about perfect body shapes, but even realistically good like what you can see in a gym. For some reason you get fat obese cow sized tits. And story writing has got even worse, it is clearly made by A.I. with some generic walls of texts taking hours to skip.
It might just be me being cynical, but it seems like to overall quality of all games - not just japanese - have declined in quality in the last few years especially because of micro transactions and gotcha style lottery systems
