It's just another fetish, and it has its audience. I don't see why it would be a problem for a game to have an optional foot fetish.
Of all the fetishes, I think the foot fetish is the most "innocent" and safe to add

I find it much less "shocking" than other things, like traps, vore, scat, furry, incest, loli/shota, futa, and many other niche content, or even gay content, since the vast majority of players are straight men, and gay content isn't what they're looking for.

The feet thing is already extremely memefied at this point. There are fewer people who are actually into feet in the sense of a fetish than the general reception would suggest.
It's similar with the whole "handholding is lewd" stuff or the whole "ananas pinapple on pizza is bad". Nobody really cares about these things, but they go along and join any discussion for the memes.

Sometimes. Unless there is a forced scene where the LI steps on you I think a few frames that focus on the character's feet is very inoffensive. I mostly don't even notice it unless the dev REALLY goes for it.
