Depending on the OS you use, you can even do it on your local machine, they all have a free text2speech app and all have the option to download other free ones.

ai voice? if you don't mind paying, elevenlabs, the voice is really good and natural (well as natural as a bot can be), there's also free option iirc.
for phone? speechify, it's pretty good, there's celeb voices.
