There's absolutely no reason to assume this is similar for women, on the contrary. Most of our sexual behaviour is older than civilization and at that time, the cost of procreating for a male is the sperm, so a few kcals of energy (actually, possible retaliation by another male is probably the bigger cost). The cost for the female is 40 weeks gestation with millions of kcals, a pretty high risk of dieing from complications and the need for support or at least some protection against predators during the late stages of pregnancy. On top of that, x months/years of care for the child. In total, women do get horny and make bad decisions, but nowhere close to the level of males. The biological facts necessitate that they are much more careful (exceptions prove the rule).

To answer the question, yes, I've experienced significant loss of inhibition during arousal. This was more extreme when I was younger and arousal felt more extreme, but it is still noticeable. I like to edge and the porn I use will usually become more and more extreme over one session, to a point where I would find the porn icky during the early stages of the session but love it at that point. I've made some very questionable decisions when horny, and I know when I am horny that cognitively the difference between horny me and regular me are like night and day. Calm and patient to agitated and impatient. I've been horny in public and thought to myself, dang I would absolutely accept oral sex from a random attractive person right now. Normal wouldn't mind that so much, but only if I was single. Horny me is like, there's enough of me to go around.

So if I had to ballpark it, I really think I lose like 30 IQ points or something. I get stupid. I've had sex and performed sex acts in a multitude of public places, only to be later horrified by my risque behavior.
