I have a game that I'm trying to translate and it's all in .dat, would anyone have a program to recommend or something to help me translate this blessed game?

Hmm, that's tricky not knowing how the dev has the data setup in the files.

I assume you have already tried NotePad, TextEditor, or Notepad++. Otherwise, those would be good places to start.

Yes, it was the first ones they asked me to try, but it still didn't work.

Unfortunately, you need to know the format of a .dat file to be able to read its contents, many are in plain text, so those ones are easy, but it could be literal binary or video files.
I don't think there is a way to know unless you know beforehand or are told. For all we know this could be an excel file given the format.

I think the first step is knowing the engine used, because usually game on the same engine have similar file structures, and not necessarily the same file type will be read the same way.
Also, I see that your image is name "Sem título". Are you a fellow brazilian?

But for the rest starting with the .dat I found on a Russian site, a person who created a program that does this, but it was specific to this game.
