When a game is heavy on narrative and lots of text I find voice acting to be kind of a hindrance as I'm skipping to the next slide while the voice actor is only half way through. But overall I think quality voice acting is a huge boon to basically any game.
Completely depends on the game. If its a game where there is a ton of skipping the dialogue to get to the good bits than id say it is. but if its narrative based and good than voice acting cant take a good game to a great game that keeps you hooked.
Depends, if there is a lot of reading (VN) I prefer no voice acting so I can read it at my own pace; but if the scenes aren't too long good voice acting can really immerse you into it.
Not really; I find it distracting. Especially since a lot of "voice acting" put into games is made with TTS. If I want to hear voices, I'll just watch a video.
