Soul Calibur had a good character creation, but it seems like it was forgotten. Tekken eas just customization and have a lot more options...

The Sims 4 with some mods for extra body sliders and hair/makeup/clothing and you can get pretty creative with your character.
Fair warning, after hours of minor tweaks and changes it'll still look like a fucking Sim but it'll be your fucking Sim.
